If you operate a Materials Recycling Facility (MRF) or similar premises, it is likely that you must have a Technically Competent Manager (TCM) present in person for at least 20% of your operating hours.

Your TCM must hold a valid and in-date COTC cover (Certificate of Technical Competence), a professional qualification that can be obtained from WAMITAB and the Chartered Institution of Wastes Management.

Preventing risks at recycling facilities

Recycling facilities, especially larger MRFs, pose a variety of risks to personnel and to members of the public who access your site. Having a TCM on-site for a significant percentage of your operating hours allows you to take action on avoidable risks.
